The aim of the study make inferences in the context of educational philosophy about how the latent talents in people who are the object and subject of education emerge and how they are evaluated. At the same time, it is to bring Rousseau and John Locke's views on educational philosophy to the literature. In this direction, by searching the relevant literature; evaluations and comparisons have been made. The research results, suggestions for other studies to be carried out were presented. It is thought that the determined recommendations will guide the creation of other studies.
